Highland Gardens Civic Association, Inc.

Minutes for June 8, 2011

President David Kout called the meeting to order, and in the absence of our Sgt. at Arms, led the Pledge.

He then called on Commissioner Beam Furr to give his report. Of course, the big news that everyone is talking about is the city declaring a financial emergency. Beam said contracts are being renegotiated at this time, and at the end of 2012, they will go up for renegotiation again. A major restructuring of contracts will be seen. Right now, they are asking all employees to take a 10 to 12 percent cut. They will no longer receive paid holidays or pay raises. Everyone has to make budget changes including citizens. Next, Beam mentioned the task force that will be meeting on Friday to go over the seven proposals to rank them. Because of the cone of silence, he can't discuss it. Lastly, he mentioned the coming National Night Out on Aug. 2nd. It will be held at McNicol Middle School and will coincide with their open house. Thanks to Beam, working with Parks and Rec, there will be a number of things for the kids to do. It will be like a mini carnival to introduce the "soft" opening night of this park. Hopefully, some trees will have been planted and benches installed along with lighting. There will be more to come. This night will also present the opportunity to sign up people for Crime Watch as well as the association.

David then called for the treasurer's report. Reginald let us know that we have $1,100.87 in the bank. There have been no withdrawals or additions since the last meeting.

Old business....Dale told us that the beautification committee has decided on street trees. Victoria Johnson will get three written quotes for the cost of the trees, and they will include a watering contract for three months as well. Maria wanted to know if they used the whole budget for the trees or are they going to have money left over for other projects. That remains to be seen. Some discussion followed.

David updated us on the coming (seven) proposals mentioning some of the suggestions possible. The proposals are on the Hollywood website if you want to read them. This is city owned property and they are basically giving the land (approximately 3 acres) to a developer on a 99 year lease for a dollar. He explained that once the commission narrows the list to 5 developers, the public will be able to ask questions and give some input into the plan. There will be an open to the public committee meeting on Friday, June 10th, from 9:00 A.M. to 3:00 P.M. where you can sit in on the discussions about these proposals. As mentioned previously, public input comes later. At this meeting, it will only be the committee discussing the proposals.

New business....Dale is going to put together a list of other things suggested for the beautification and a price list to go along with that. We possibly would contribute to that??? The other new business is National Night Out. David asked for volunteers to work that night. There is no volunteer list at this time but some suggestions were workers to serve food, greet people, oversee the crowd, etc. We have to take into consideration that United Neighbors will also be doing a night out so we need to coordinate with them to make things run smoothly. David said he will speak with the president of that group. It was suggested by our treasurer, Reginald, at one of our board meetings, that we have photo ID's showing that we represent our organization when we are soliciting for this project. We will also have a letter to give to the businesses. It was suggested that we advertise on channel 78 to spread the word. At this time Dale volunteered to be a greeter.
Chris reported that Hollywood Blvd. will go under construction, so Raelin Story, Hollywood's Public Affairs and Marketing representative, wants to make use of Facebook and Twitter to get the word out to the publc.

With the new business finished, David opened the floor to members coments. There were none, so the meeting was adjourned.
